SFI 45.1 - rollbar padding article

While researching rollbar padding for my Mazda MX-5, found an interesting article of how SFI 45.1 was established:

DON'T GET A HEADACHE CHOOSING ROLL CAGE PADDING:LOOK FOR PROVEN, TESTED PRODUCTS

Wasn't enough to know that something passes the standard's criteria. Was curious what are these criteria too
